OASIS and GSA Schedules

The new OASIS SB (Small Business) awardees came out last month. While it will likely be two years or more before OASIS becomes open for a new On-Ramp, the firms that obtained a place on OASIS SB in most cases worked on a multi-year plan. OASIS being one of the larger GWACS (Government-wide Acquisition Contracts) is highly coveted by federal vendors. There are many other opportunities between the various GWAC and IDIQ contracts that will come down the pike before OASIS has another On-Ramp. Firms that won a position on OASIS SB have achieved amounts to a federal contracting homerun. According to the chiefs at Assisted Acquisition Services the firm’s sales grew “dramatically” from the position they obtained on OASIS.

 

OASIS is Lucrative for Firms

There are 168 firms on OASIS SB and they did $3.2B in federal contracts in 2019. This translates into $19.6MM on average per OASIS SB firm.

 

OASIS Basics: OASIS is a GWAC (Government-wide Acquisition Contract) which is under control by the General Services Administration. This contracting vehicle was established to ease the administrative burden on agencies wishing to procure Professional Services. There are six pools of varying services in which approximately 168 Small Businesses have obtained a position.

88% of the members on OASIS SB have either or both a GSA Schedule OOCORP or Schedule IT70. These firms appear to be leveraging their contracting experience, vetted pricing and reputations in order to obtain one of these lucrative spots on the GWAC.

 

Demand for OASIS and other Major GWAC Contractors is High

OASIS is being used by federal agencies to replace full and open competition. This is due to the time savings over full and open competition while still complying with FAR regulations. The average time for a full and open professional services contract timeframe is two years. OASIS can cut the timeframe down to 6-7 months and is therefore on average 3x faster. For this reason I would anticipate OASIS sales to reach in excess of $3.B+ for 2020.
