It’s hard to believe that a government program where the average firm makes over $5 Million per year in federal contracts is in dire need of new applicants but this is the position the program is finding itself in.
Background
There are currently only 4,749 8(a) firms in the 8(a) BD Program and that number is about to fall by ~25%. This is a historically low number for a program that at one time boasted over 10,000 participants. A partial creator of this issue was during Covid because the 8(a) Program allowed a one-time, 12-month program extension granted to 8(a) firms active during 2020.
This single policy distorted the 8(a) ecosystem from 2021 through 2024, affecting:
-How long firms stayed in the program
-How many new firms applied
-The competitive landscape
-Agency buying patterns
-The supply–demand balance inside the 8(a) program
Your DSBS data reflects this clearly:
-2021 entries: 548
-2022 entries: 496
-2023 entries: 362 (the low point)
Because the program was artificially bloated, competition was higher — and interest fell, COVID extensions caused the 8(a)-program population to swell with firms who were given that additional year.
Why Applications Fell:
-More firms competing for the same contracts
-Agencies using bridge/option-year strategies instead of onboarding new 8(a)s
-New applicants (especially small firms) hesitated because the field looked crowded
-Mentors and primes delaying new 8(a) JV partnerships
-Procurement officers holding off on new 8(a) additions
This is why 2021–2023 had suppressed application rates. The entire market looked “full”.
