The annual scorecard evaluates how successfully federal agencies accomplish their small business procurement objectives.

This yearly scorecard is an evaluation tool that measures how effectively federal agencies accomplish their objectives for socioeconomic and small business prime contracts and subcontracting, provides accurate and transparent contracting data, and reports agency-specific progress. Goals for small businesses, women-owned small businesses, disadvantaged small businesses, service-disabled veteran-owned small businesses, and small businesses situated in historically underutilized business zones (HUBZone) are also part of the prime and subcontracting goals.

The SBA makes sure that the total of all the goals is in line with the statutory socioeconomic goals as well as the federal government's target of 23%. The performance of Small Disadvantaged Businesses has improved over time, as seen in FY2022.
