The Good News: GSA Refresh 31 (Released in April) - GSA’s AI initiative was greatly anticipated which will help small businesses capture work previously dominated by large corporations. The system is designed to find agile small businesses that can do the work large firms were doing, finally giving them the "shot" they were denied in the past.
How the Game is Changing:
-Past Performance: This is now the name of the game. AI will prioritize verifiable performance over everything else.
-Visibility = Life: In the 2026 system, "No Visibility" equals "Invisibility."
-The 10x Advantage: There has always been a gap between GSA Schedule holders and SAM-only firms. However, under GSA Refresh 31, the transition to Transactional Data Reporting (TDR) and AI-driven "Matchmaking" means that 10x advantage is moving to a much larger number.
GSA Schedule vs. SAM.gov Only (2026 AI Era)
The Bottom Line: The AI "helping" procurement officers make decisions today cannot function without data. Because SAM.gov-only registrants lack the necessary data points (TDR, pre-vetted pricing, and verified performance) to assist in a quick decision, the AI will effectively only utilize Small Businesses that have a GSA Schedule Contract. By utilizing these tools, the GSA expects record procurement with small businesses, with estimates exceeding $20 Billion this year.
