GSA Labor Rates by Service Schedule Type

For 8(a) firms not well versed in GSA, the two largest GSA Schedules are IT70 and 00CORP. IT70 is the schedule for information technology and 00CORP is, for the most part, every other type of consulting service that could be provided to the Federal Government. One question that I continue to get from a lot of 8a firms is, “Sure, the average small business sales on IT70/00CORP is over a $1MM per year. That looks great, but are the labor rates high enough where I'm going to make enough money to make this worth my effort?”

I always preface my answer with if your 8a seeks to be competitive in your market place you should be competitive on schedule. The average labor rate for a Small Business on IT70 is $142 per hour. On the Consolidated Schedule 00CORP the average labor rate is slightly higher at $157 per hour. I personally find these numbers to be useful but they don't explain everything. In an attempt to be less vague, I have developed the following two tables based upon information provided by the General Services Administration. I have broken the axis down on two levels, the range of years of experience combined with the education level reached by the individual providing the service.

8(a) firms that are eligible to participate in GSA Schedule should take a hard look at them as these schedules can be quite profitable for their firm.
