Is the 8(a) Program Going Away? Here’s Our Take

I have been getting a lot of calls lately from people concerned that the 8(a) BD Program might be going away. I want to walk you through why I don’t believe that’s going to happen — not at all — and even share a contrarian point of view on why now might actually be a fantastic time to apply for an 8(a) Certification.

Experience Speaks for Itself

Industry experts such as ez8a and Advance 8a been helping businesses complete 8(a) applications for over 20 years, through a variety of administrations — both Democrat and Republican. Over that time, they’ve seen plenty of changes, but nothing that has ever threatened the long-term sustainability of the 8(a) program.

Political Reality: The Numbers Don’t Add Up for Change

Right now, Republicans hold a five-seat advantage in the House — not enough to push through any meaningful legislation that could eliminate the 8(a) program. On the Senate side, the filibuster remains a roadblock for major changes, and Senate Republicans, in particular, tend to be supportive of the 8(a) program.

So, from a legislative standpoint, the likelihood of any significant changes is very low.

The Department of Government Efficiency (DOGE) Focuses Elsewhere

DOGE has been tasked with eliminating wasteful grants and redundant, pork-barrel projects — the kinds of things like “studies on what kind of carrots rabbits prefer.”

But 8(a) firms usually don’t work in that space. Most 8(a) contractors focus on essential services like maintaining facilities, putting new roofs on military bases, or handling IT and professional service projects that boost government efficiency and reduce redundancy.

That kind of work is typically viewed as a positive for the federal government, so it’s doubtful that DOGE’s efforts will negatively affect 8(a) firms.

Yes, Scrutiny Is Increasing — But That’s a Good Thing

Now, it is true that when a program comes under political scrutiny, the SBA tightens up how it evaluates applicants and current participants. Expect more careful reviews of new applications and more thorough annual reviews for firms already in the program.

The SBA wants to avoid fraud or embarrassing headlines — like a firm doing $80 Million in contracts that never should have been approved. This is why working with an experienced professional during your application or annual review is more important than ever.

A Contrarian Opportunity: Less Competition, Bigger Rewards

I’ve noticed many firms are hesitating to apply because they fear the program’s future. But here’s the reality:

You’re only allowed in the 8(a) program for nine years — after that, you graduate. New firms need to join every year to ensure the government meets its 8(a) purchasing goals. Without enough firms, the government can’t meet its quotas.

Additionally, 8(a) firms help procurement officers move contracts quickly — often in weeks rather than months.

And here’s the kicker:

-Back in 2000, there were about 10,000 firms in the program.

-Today? Only 6,000 to 6,500 firms are active — just 60-65% of the high-water mark.

-If fewer firms apply, that leaves more room and more opportunity for those who do. The average 8(a) firm currently earns about $5.5 Million per year in federal contracts — one of the strongest numbers we’ve ever seen.

My Take: The 8(a) Program is Here to Stay

Here’s is Why:

✅ Political changes are unlikely to affect 8(a).

Congress lacks the votes to make meaningful changes, and the program continues to receive broad bipartisan support.

✅ 8(a) firms provide real value to federal agencies.

From construction to IT services, 8(a) contractors help reduce government waste, speed up procurement, and improve efficiency — exactly the kind of work federal agencies want to protect.

✅ Fewer applicants = more opportunity.

Right now, there are fewer 8(a) firms in the program than at its peak, which means more contracts and bigger opportunities for qualified firms.

The 8(a) Program isn’t going anywhere — and if anything, now is the smartest time to apply. If you’ve been waiting for the “right time” to pursue certification, this is it.
